Conditions change fast in the first few miles
Wind blowing off land arrives at the shoreline having been slowed by friction with trees, buildings and terrain, and it accelerates as that friction disappears over water.
Waves need distance and time to build, so the height a given wind produces depends on how far that wind has blown across open water before reaching a location.
A morning that looks calm from a beach can therefore be considerably rougher a few miles out, which is precisely the gap the zoned structure exists to describe.
Nearshore, offshore and high seas are separate products
Coastal waters forecasts cover a band extending a modest distance from shore and are written for small craft operating within sight of land.
Offshore forecasts cover the broader continental shelf and beyond, where conditions are governed more by the larger weather pattern than by local land effects.
High seas products cover open ocean for commercial shipping, at a coarser resolution appropriate to vessels planning days rather than hours ahead.
Bays, sounds and the Great Lakes get their own treatment
Enclosed and partly enclosed waters behave differently, with short steep waves that build quickly in confined fetch and can be more difficult than taller ocean swell.
The Great Lakes are forecast as marine areas for exactly this reason, since their wave behavior and rapid changes resemble coastal ocean conditions rather than inland weather.
Separate zones for bays, sounds and harbors let forecasters describe sheltered water accurately without applying open-water expectations to it.
Advisories are keyed to vessel size
A small craft advisory indicates wind or wave conditions hazardous to smaller vessels, with the thresholds set regionally to reflect local boating patterns.
Gale, storm and hurricane force warnings escalate above that for conditions dangerous to progressively larger craft, using defined sustained wind ranges.
The scale acknowledges that seaworthiness is relative, since conditions that are routine for a commercial vessel can be genuinely dangerous for a recreational boat.
Buoys supply the verification
A network of moored buoys and coastal stations reports wind, wave height, wave period and water temperature continuously from fixed positions.
Those observations let a mariner compare what was forecast against what is actually happening upwind, which is often more informative than the forecast text alone.
Gaps between buoys remain substantial, so satellite-derived wind and wave estimates fill in the areas where no fixed platform reports.
